The individual who intends to obtain a letter of invitation in favor of a foreigner must address his request to the Police Station of his place of residence, which will be the competent for its processing and issuance.
Once the request has been received by the competent agency for its processing, the latter will initiate its processing, appointing an instructor of the procedure, in order to resolve in the appropriate sense in relation to the same as soon as possible.
When the instructor of the procedure deems it pertinent, the applicant may be summoned for a personal interview in order to verify his identity, the validity of the documentation provided and the truthfulness of the information contained in the application. Failure to appear, except in cases of force majeure, within the established period, which may not exceed fifteen days, shall have the effect of considering the applicant withdrawn from the procedure.

15/11/2018 The Ombudsman (e.f.), Francisco Fernández Marugán, has initiated an ex officio action with the General Commissariat of Aliens and Borders to know the measures planned to end the long waits and conditions that foreign citizens who want to start the procedures to apply for international protection in Madrid have to endure.
Until last May 28, these people could request the appointment by telephone (by calling 060). However, the Ministry of the Interior modified the procedure and centralized the process in the headquarters of the Provincial Brigade of Foreigners and Borders of Madrid (Aluche Police Station), which only attends 99 people a day.
Complaints about difficulties in obtaining prior appointments for the different immigration procedures in the Autonomous Community of Madrid are very frequent at the Ombudsman's office. In the Ombudsman's opinion, the delegation of functions by the Asylum and Refuge Office (OAR) to the National Police for the management of international protection appointments aggravates the situation already suffered by foreign citizens due to the lack of effective management of the immigration appointment system.
